Buying property in Alba Iulia and Alba County, Romania

Imobiliare Alba is a local property portal for Alba County, with listings from owners and from agencies verified with the Romanian tax authority. The site is in Romanian; this page explains how to use it and how to buy from abroad. Citiți ghidul în română.

Finding a property

Prices are in euros. Useful words: vânzare (sale), închiriere (rent), camere (rooms, living room included), suprafață utilă (usable floor area), bloc nou (new building), centrală proprie (own gas boiler).

Buying from abroad, step by step

  1. Ask for a video viewing. When you message an agent from a listing, tick that you are abroad and prefer a video viewing; most agents use WhatsApp.
  2. Check the land register extract (extras de carte funciară) before paying anything: it shows the owner and any mortgage. It can be ordered online at ePay.ancpi.ro. The energy performance certificate is mandatory for a sale.
  3. Pay the deposit only by bank transfer, to the owner shown in the land register, under a signed preliminary contract, preferably notarised. Never pay cash through intermediaries.
  4. If you cannot travel, sign through a person you trust with a special notarised power of attorney: at a Romanian consulate, or at a local notary with an apostille and a certified Romanian translation. Ask the Romanian notary for the exact wording first.
  5. On top of the price, the buyer pays the notary fee and the land registration fee; see the notary fee calculator (in Romanian). Without a Romanian personal number, the notary helps you obtain a tax identification number.

Frequently asked questions

Can foreigners buy property in Romania?

EU citizens can buy homes and building land in Romania on the same terms as Romanians; agricultural land outside towns has special rules. Non-EU citizens can generally buy apartments and buildings, but owning land in their own name is restricted. A Romanian notary will confirm what applies to you.

Do I have to travel to Romania to buy?

Not necessarily. A person you trust can sign at the notary with a special notarised power of attorney, made at a Romanian consulate or at a local notary abroad (then with an apostille and a certified Romanian translation).

Are the listings in English?

No. Listings and most pages are in Romanian. Your browser can translate them, and many agents in Alba Iulia answer by WhatsApp; write in English and say you are abroad.

General information, not legal advice. The notary who drafts the contract will confirm the documents you need.
